Unable to Link Paypal with Beatstars to purchase ringtones

I managed to link my PayPal to Beatstars to purchase ringtones. It keeps telling me "sorry we weren't able to authorize your card. Add a card." I also tried again with this website https://chakushinon123.com to purchase but it was not working

My card is OK and approved by PayPal. I called my bank they told me they don't see any attempt to make a purchase and I should contact PayPal.
